The only way to do that, would be to count the number of terrorist attacks on U.S. soil before 9/11 (under the clinton administration), and count how many have happened since 9/11 (none).
Seems to have done something. Or, if you are a naive anti-Bush liberal, you can say, "we've been lucky"

Anyway, to the asker,
Yes, that is true. In six-seven years under the administration of George W. Bush, we have had only ONE terrorist attack launched against us, that being the 9/11 attacks (and I would note that since George Bush was only nine months in office at the time, we were still opperating largely under the foreign policies of the Clinton administration).
In the eight years of the Clinton presidency (You know, the guy who said he'd help Iran develop its nuclear power if its nutjob president would just be a good little dictator), we suffered at least five terror attacks, including: U.S.S. Cole, Cobar Towers, U.S. Embassy bombings, the first WTC bombing, and at least one other that I cannot remember.
Unlike his predecessor, George Bush actually woke up and realized that there is an enemy out there that has been at war WITH US for years. That can be largely thanked for our lack of terror attacks since 9/11.
Edit: I should also note that thanks to the efforts of brave troops and security forces under the world, acting under the policies of George W. Bush and similar policies by other leaders, we have uncovered and PREVENTED at least a dozen other terror plots both at home and abroad.

Well if a bully picks on you and you do nothing does the bully go away? No, you have to take a stand somewhere. Since there have not been another 9/11 type attack then something must be going correctly. You have to agree with that.

How? he didn't implement any security measures and the 41 security measures recomended by the 9/11 commission were not enacted. He also tried to sell port security to united arab Emirates, where two of the hijackers came from and the country that funding flowed thorugh to get to them. How is that securing our country and keeping us safe? Also Al-Qaeda activity has also increased. look at the intel report below, page 7.

The office of Homeland Security was a Clinton Admin Proposal, that the Republican congress deemed as "Big Government" and wasteful spending or creating "more govt." and It was not approved. It was submitted one more time at the begining of Bush's first term, But Rumsfled didn't like it becasue funding woudl come from His star Wars budget. You can verify all of this if you like

I think Bush has averted another 9/11 up till now because he took the fight to the terrorist. We are fighting the terrorist in Iraq and Afghanistan instead of having to fight them in the US.

that would be correct... I think the terrorist bought into the liberal media's character assassination of Bush and they thought they could make a move without feeling any consequences. Obviously they were wrong. The al queda network has nearly been destroyed and hammas is cowering from the example. Notice they are attacking nations that they know have no resolve and that are weak on defense.

It is reasonable speculation based on the fact that we have not since been attacked, and we have in fact broken up many terror cells and terror plots thanks to stringent steps such as the Patriot Act.
