Do you play poker?
When you don't have the winning cards in your hand, and most of your money is in the pot, the only way to win is to bluff.

The only way to win this so-called war on terrorism is to bluff. We have to make the oil rich Arab states believe the huge reserves of oil under their feet will become worthless.
We admit that American policy has ruined the middle-east, and we announce that we will atone for our transgressions. For the sake of world peace, we will spend billions and convert to hydrogen fuel. We will start a project to research hydrogen fuel just like the Manhattan Project during WWII but overt rather than covert.
To cut our interest in the middle-east, we immediately start drilling for oil in all the protected land in the USA. All the environmentalists will start burning flags and the USA will seem as though it's in an uproar.
The oil rich Arab countries will see that we are serious, and within time their oil will become worthless. These Arab countries will then raise big armies to fight the Islamic terrorists. They will do this to keep their best customer, the USA, and to stop the development of hydrogen fuel.

It's an idea that with tweaking could work.

Unfortunately, it will take complete destruction of the middle east to eliminate terrorists. If we are not willing to do that, we certainly dont belong over there now.
