Depends on where you live, I doubt is is legal in CA since they have almost as many laws as they do people, but if you have it drained properly in most states it should be fine. Rain might not be very good for it though so you may want to put in a shed or something to protect it from shorting out. Most appliances are not made to withstand outside conditions(rain, snow, cold.....)

I don't know about "legal" but it's sure to piss off neighboring home owners, isn't it?
If the washing machine is discharging waste water directly into the ground (as opposed to septic or sewer), then I would suspect an environmental law is being broken.

In the U.S. many people discharge washing machine water to a seperate pipe and use it for there garden watering. It is called "gray water" and as long as there is no human waste product in it, it is legal. Guess it depends on the area you live in.
