Very eager to find out any information on how one can run a newspaper - in Ireland, to be precise. I want to start a small newspaper for the Russian community in Ireland.
Any information you give - I appreciate it a lot and many many thanks!

You see, I am a Russian myself, and I only have in mind a small ussue of maybe 4-6 pages. Not really a big newspaper, but rather a something small consisting of reports of events, letters of the readers, useful addresses and interviews. The photographs I can do myself. My questons is: where do I go to register? Do I need a permission? Why do I need a business plan? I am not really thinking of employing many people (not just yet anyway), just for my mother to write her articles and notes on life.

I've been involved in the start-up of two newspapers: the first was USA TODAY, where I was just one of thousands of people participating in that start-up.
The second came after a huge downsizing at USA TODAY and I returned to my hometown and started my own small weekly community newspaper.
You'll need two primary suppliers: a good graphic artist and a reliable offset web printer. Depending on how much work you intend to do yourself, you'll also want to look for photographers, reporters, writers, editors, and someone who can manage distribution. Most importantly, you'll need a good advertising sales staff. If the Russian community is widespread throughout Ireland, you'll need a network of these people from all over the country. If the Russian community is rather isolated to one geographic region, the staff requirements will be less strenuous.
I would recommend that you hire most of your staff as independent contractors (or 'freelancers') who are paid by the job, or per project. Unless you have a large cash reserve on which to draw, a staff of full-time employees would be extremely expensive.
I would also strongly urge you to write a definitive mission statement, a business plan, and a marketing plan. How will you promote the newspaper? Will it be a "free" paper distributed to all members of the Russian community and paid for exclusively by advertisers - or will you sell subscriptions?
Will the newspaper be published in the Russian language? You might need graphic artists and compositors who speak fluent Russian. This sounds like an ambitious venture. To make it profitable, you're going to have to provide advertisers with legitimate reasons why they should invest their advertising dollars in your new publication. Good luck! -RKO- 04/25/07
