Do I run away and hide?
Can I mate with it?
Those are universal questions that even very primitive critters like paramecia have have to resolve.
If you mean "verbally", by using language, that's a toughy and hasn't really been answered yet, since we are only beginning to understand the languages of other animals.
Parlez-vous cetacean? Sprechen ze penguin?
As to "who asked it?" ... well, it was an ancestor of mine, I am certain.
