Can I eat it?
Will it eat me?
Do I run away and hide?
Can I mate with it?
Those are universal questions that even very primitive critters like paramecia have have to resolve.
If you mean "verbally", by using language, that's a toughy and hasn't really been answered yet, since we are only beginning to understand the languages of other animals.
Parlez-vous cetacean? Sprechen ze penguin?
As to "who asked it?" ... well, it was an ancestor of mine, I am certain.

Now the serpent was more crafty than any of the wild animals the Lord God had made. He said to the woman,"Did God really say, 'You must not eat from any tree in the garden'?"
Genesis 3:1 where the serpent (devil) approached Eve.
