Absolutely agree with you ! Even at work where I don't care for my boss to much I always ask, what else can I do ? If everyone did that..it would be phenomenal..

No, because it's a passive question. Instead of asking what you can do make some offers, "Let me give you a ride to work until you get your car out of the shop, I'll see you in the morning, okay?" Or "I'd like to organize a fund raising project to help the woman replace the items she lost in the fire."
When someone asks me "what can I do?" I always want to say, "I don't know, what CAN you do?"
I don't like the question because it requires the person who might need help to stop and think and consider what's important or what's appropriate and what might be too much trouble, etc. And also, it's often times very difficult for people to ask others for what they would like to receive, or for what they need. Being proactive by making offers takes the pressure off of the one you're trying to help, you're not putting them on the spot. And when you say, "I want to make your family dinner while you're in the hospital, is this okay with you?" It shows that you really WANT to help and it gives the person a simple yes or no question to answer.
