For one thing, there was a two hour gap between the first shooting and the last one. The cops assumed it was a clear cut case of domestic disturbance and not a madman out to drape the walls with blood. There was not enough information to make a fair judgment. (Though you are right that there should've been a lockdown regardless. Let's be clear on that.)
Plus, I'm guessing the campus cops thought the police must've caught the shooter and decide not to alarm the students. Not a good decision as history showed.
I wouldn't be surprised if some heads will roll due to the lack of security after the situation calms down. This incident should be a wake-up call for better procedures in case such an event repeats itself. Next time, it may be machine guns and bombs!

because it looked at first to be a lover's dispute that the RA got involved in and killed as well. How could anyone have known that this guy was going to leave the campus and then come back and massacre people?
I am sure they are reviewing the situation and putting policies in place as I type this.
If ONE teacher or student had been armed and willing and able to use it in a situation such as this, they would have been able to deal with this guy as he walked in the door. Maybe you should look into getting some form of protection for yourself.
My Grandfather was a policeman and trained me not to wait for help, but to be responsible for myself and my safety should the need arise, but on the other hand not to over react and allow the authorities to handle a situation if it is not critical !

because they did have someone in custody that they believed to be the man who shot the 2 first people and while questioning them they heard of the other shots.. plus like the president of VA Tech said there was about 11,000 people coming into campus that morning and its kind of hard to let them all know ...... and maybe people should stop putting the blame on VA tech cause the gunman is dead and they cant ***** to anyone else. You can make a schools security like fort knox if you wanted but the fact is people need to change. Some people are just sick and crazy. And maybe one person with a gun is a little harder to find than a big group of terrorists with machine guns.. cause he was a student and had a student id so he had access to everything. Blame the gunman.. not VA Tech.

Don't you know by now how cops are? They don't really do too much until someone is murdered!! When everything is over, then they go in! Where I live, it's a bit of a tough neighbourhood and cops come all the time, I have phoned them alot over the years and all they can say is We don't have any witnesses or if something else happens, call again!! So, yes, I do believe that lives could've been saved! The law today is crap!!!

They've been asking that question since it happened. One of the biggest reasons or excuses(you may call it) that you hear is that the police had reason to believe the 1st shooting was done by the victim's boyfriend or ex-boyfriend and he had left campus. Hence they thought their target had left the scene and stopped looking on campus. This is that "Person of Interest" they kept talking about. What evidence they had to think that way? I'm not sure, but that was one of the reasons they gave. Hopefully we'll find out the full details.

As far as I know they responded. I suppose they called back up because no one knew whether this was one guy or more than one. Looking back, criticism is always easy to provide. I'm certain this was taken seriously and that they didn't just sit back and relax. Hopefully all of this will be revealed at some point.

They've been questioning that since the day it happened. The "official" response is that they thought the first two murders were an isolated incident stemming from a girlfriend problem he had. They had no clue he was going to run amok.

This question was posed repeatedly on the news.
Anyway they didn't know where the killer was. So therefore even thou I'm sure your a regular Sherlock Holmes, even you probably couldn't have found him. This seemed to be an isolated incident at first.
Hindsight is always 20/20.
This is coming from someone who isn't very fond of cops, so its a very unbiased opinion.
