you need a city permit , you make a room they will red tag it, and they will fine you , today you need a architect drawing and a building permit to do that, and then you will need a new garage don't even do it, you will lose unless you have lots of money if the house has a garage and you do get a permit to close it off you will by law half to build a new garage it the house came with it from the beginning just call the city you live if and they will tell you, and they pay people every day to drive up and down streets looking for construction that have no permits, good luck

You need to first decide if you want to keep the exterior appearance. Do you want to keep the door and secure it for an outside wall and look as if the garage is still in use. Or do you want to remove it and make it a real exterior wall?
Either way, start with framing, footer should be anchored down into the concrete to prevent shifting, studs should be toenailed into place, if you elected to keep the door then you just put insullation in between the studs and sheetrock the interior side. Tape,bed,sand, texture,paint. If not then you need to close the exterior wall and precede from there.

Remove the door and hardware, use pressure treated lumber to make the bottom plate of the wall. make sure you seal this well before securing to prevent leaks and drafts. Add studs every 16" on center and decide if you will be installing a window or door. Cover exterior with the material you select. Run wire for electrical outlets. Add insulation to the interior spaces. Cover with drywall.
