By saying "May I" at the beginning instead of "Can I", thus indicating that you wish to intrude upon them to ask a question other than the one asking their permission. Or you can state "I'm going to ask you a question and if you don't wish me to do so, then tell me so right now".

you shouldn't ask if you can ask a question, ask the question and not ask if you can ask the question because asking to ask the question is a waste of time and takes away from asking the question and it will confuse your askee to ask if you can ask the question before you ask the question.
