What are tv filters for?

I have heard they are used to get XXX channels but is it true

No, they are supposed to keep children from watching inapproiate channels....You can turn them on and off....The also show up in the left hand corner of your t.v. program when they first come on.....they are supposed to warn you of the content in the show.....
