I took my 4yr old and my 3month old to Sea World and it worked out great. It was really "laid back" and a good place for children that small. There was also several shows where you could sit in the shade or even a cooled building which I really liked because I didn't want my baby to get sunburned really bad. There was a cool little dog show there as well that my 4yr old loved.
On the other hand I have been to Busch Gardens and loved it but I was a teenager if that tells you anything. It was a little more on the thrilling side.
So my suggestion would probably be Sea World with children that small.
Also there is a hotel in Orlando (the name escapes me) that has animals there on the property. My cousin stays there with her children and she said they can just look out the window and see giraffes etc.
And I don't know about Animal Kingdom as others have suggested because I haven't been there.

I recommend Sea World for children that young. Busch Gardens has thrill rides. Sea World has a great outdoor play area for your 4 yr old that is huge. Have you thought of going to Disney's Animal Kingdom...check it out online before you decide. It's more geared towards families with young children than Busch Gardens and has great shows like The Lion King plus kiddie rides.

I think Seaworld is better, personally. I just recently went to Busch Gardens though, and if you haven't been there since you were four, then you might find it to be fun. But since you would be alone at Busch, then definitely Seaworld because everything is funner with friends! POLL: Pinky...haha used to love that show

Sea World is improving but it's not there yet. Busch Gardens is a nice combination of world class zoo and rides. They have some for people of all ages. I have always liked Busch Gardens over Sea World.

While Sea World does have a very nice kids area you will get the most contact with animals at Busch Gardens, plus there are also 'slow' rides as well as 'fast' rides.
Maximum animal contact, you may consider Discovery Cove without the dolphin swim it starts at $120. This will also give you admission to Sea World and Busch Gardens for the next seven days as a park form Anhiser Busch. Lots of fish and birds to see and all your food and drinks are included.

Of those two, I'd choose Busch Gardens. I grew up in Orlando and recently visited Sea World, and it's not nearly what I remembered it to be. I was quite disappointed with Sea World.
I'd also suggest Disney's Animal Kingdom. Have you checked that out?
A Zoo is a nice suggestion, but the Central Florida Zoo is somewhat north of Orlando.

Seaworld is best for younger children. Busch Garden tries to focus more on their thrill rides.

Go to sea world, they have shows (shamu, and the sea lions) and have dolphin exhibit and manatee.. busch gardens is more like six flags, they will be too short to ride anything

ive been to both , seaword has got shamu and all the animals and rides for small kids , whereas in bush gardens they were mainly big rides from what i can remeber
