With regards to changing laws, and genral power. Im doing an enviromental action plan in which I am in the parish council, and just trying to find out what power i would have to change things

Parish councils can make suggestions for what is good for the community since it has influence to deter the government from exploiting the people. However, it has no direct power due to the separation of the church and state.
