There is nothing PC about it.
I personally don't believe in a single political correctness, because what's correct for one set isn't correct for another.

In some crowds he should have called himself mentally challenged, others think that does not accurately describe mental retardation, still others think to mention this in a 'username' is uncouth and uncalled for, and so on and so on.

I don't know to whom you are refering in your question, but he sounds like he is being non-PC. Pretty insulting or whatever to those who have a form of retardation.

On another note, I don't understand this need for people to call themselves lame names. Pick some real. I've seen a lot of names in yahoo answers and in games of all sorts that just scream out " I am an immature person with no brains/sense. " Since that name is what gives people the first impression of you, names like "The What SHould I Do retard" just give people a bad opinion. Then if your question is idiotic, it just adds to their view.
