Did you try booting holding down F11?
This should start a recovery process.
You could also boot with F8 and select "Safe Mode" to access your files and save them to a disk.

Try booting with your boot disk (This will have something like "Microsoft Windows XP" on it).

If all else fails, remove your hard drive and put it in another computer to access your files. Many computer stores will allow you to do this.

Try booting it up in safe mode by tapping f8 key during start up. Sorry to say could be a bad hard drive.

What happens when you try to start it?

Basically, it's possible the hard drive is still OK. If that's the case, you can just pop it into another machine and you're good to go.

there is no way that I know of to get back the pictures short of sending the drive to a data recovery shop

with so little info to go on, i would say the power supply would be my first suspect. take it to a repair shop and have the power supply tested (your local Staples should be able to do this for you). if its bad, replace it and your computer should be fine.
