she's 10 and dusnt know them yet!!!and she is refusing to learn.....

But the carrot works way better.
Make rewards dependent of knowing some of her tables. Start off with the easy ones.
Make a game out of it. Let her collect points for correct answers. Once she got a certain amount of points she can get something for the points, like ice cream, a visit to the zoo, going later to bed than usual, whatever she likes. Set some clear rules so there is no arguing. And have a daily or at least frequent "game time". Otherwise she'll forget. Make sure it's not too difficult in the beginning. A sense of failure will make her disinclined to learn, a sense of success ("I can do that") will make it fun to learn. Maybe she experienced too much failure with math, so now she refuses to have anything to do with it.

The bad things is that tables are pure memorization. Therefore practice practice practice. I'm a teacher and I hate making kids memorize stuff because they WILL forget it if it's not used (luckily we use math a lot). Therefore, teach her how to access the information she needs. Teach her how to read the tables instead of just memorizing them.

Point out adults doing menial tasks. That's the destination of people who refuse to learn or to do hard things they don't want to do. Look at prisons. Then point out people you know who are interesting and fun to be around, who succeed because they learn, think, and work at it.

Many ways to motivate the young . U need to get across to her how much they may need in her future. Life tends to make us in life do what we don't want to do. Back when I was young a man told me that what u don't know can't hurt u . Wrong what u don't know can kill u.
