It's not mandatory in most places, but it's not smart either.
My roommate works at a place that didn't have the right signs up saying the business name. They had a minivan get stolen, and called the cops, and the cops couldn't find them. When they did after having to search high and low they cussed them out, because if it'd been a fire alarm or burglary they would not get there in time.
So signs do more than just let the public know.
Also you don't want burglars who are just going in because they think it's a storage warehouse, instead of an actual running business.

That is fine. But you still have to register with the county with your name social security # and the place of business. As it is a food service, there might be an inspection, and a permit might be required.
County considers this as a serious business because you can poison and kill hundreds of people. So there could be significant set up fees and taxes involved. There could also be zoning laws preventing you from running a catering business from "your suite". So talk to the county and also to a business lawyer.

I wouldn't say that it is mandatory for you to make your business known to the public, legally anyway. It would only benefit you if that was your target. If you are "catering" to a more corporate clientele you would be better off to choose other channels to spread your message. cjd.
