From what I understand, each condom company tests the product in their own labs. Testing (again, from what I understand), is done by making water ballons with the condoms. Now, in real life, most people don't use condoms for water balloons. Also, condoms are not FDA approved.
Look at Rachael and Ross on "Friends". They got drunk. They got horny. A condom was used. Rachael got knocked up. Then the show glamourized and glorified and beautified single woman pregnancy and motherhood. (I guess Rachael could afford to raise a baby pretty much alone if she slept her way to the top of whatever overpriced design company for which she worked.) Not to mention she was stick thin again when she left the hospital after she had the baby. That soured my liking of "Friends".
Abstinence is the only 100% effective method.

Condoms are effective 80% - 90% of the time, assuming that it is working properly. They are very effective, but there could always be a flaw causing that percentage to drop and the chances of getting pregnant to increase.
Basically, every time you have sex, you should prepare yourself for the possibility you could get pregnant because no method is completely effective.
Abstinence is the only 100% effective form of birth control.

Condom statistics say they are 87% effective for preventing pregnancy with perfect use, so provided you are using it correctly 13%, though I am not sure whether or not that takes into account the odds of being fertile when you're having sex.

I think That 1% to like 5% if the condom doesn't break. If the condom broke you are stuck like chuck.
