I mean step down so that there will be interim government for the a country's general general elections.

Parliament is dissolved once an election is called so there is indeed an interim government to ensure law and order in the country

No, there should be no "step down" of a sitting president, as the president has no authority over elections. Congress regulates all elections, and final vote tallies rest with local county and city officials.
