Let's say, that this 10% chance is for a graduation day. The 10% chance for THAT day, not 100 regions.

This is a very interesting question and I would like to give my opinion from a forecaster's point of view.

If there is a 10 percent chance of rain in the forecast, it means with the expected meteorological conditions for the entire forecast time period, the frequency of measuring 0.01 of an inch or more of rain will occur for only once every ten times it is forecast.

As best as I can recall, the exact wording maybe a little different, this is written in Forecasters Meteorological Handbook that is the definition all weather forecasters are expected to follow in the United States. But if I were to get a call at work from the general public, like most forecasters I know, I would prefer not to give out this definition unless we were talking to somebody who knows math and science very well. This standard definition was written after a long period of debate in the meteorological world as to how best to define the POPs, the Probability of Precipitation, forecast.

The debate was mainly between two definitions. Should the definition be worded to more represent the total areal coverage that will get at least 0.01 of an inch of rain during forecast period. Or should we mean that there is a 10 percent chance of rain will occur somewhere in the forecast area. For this reason, many forecaster would like to get rid of the POPs alone and replace it with better wording with or without POPs. Examples of using POPs and using more easier to understand words in the forecast is something I support.

Example: Instead of:

Today...Most cloudy with a 10 percent chance of rain.

Instead, for convective precipitation, like hit or miss showers or thunderstorms, where rain is not expected to occur for the entire forecast area at any given time, I will write it like this...

Today...Increasing clouds with isolated showers developing in the afternoon. The chance of measuable rain this afternoon will be 10 percent.

For stratisform precipitation, when you expect widespread light precipitation. I would rather write it this way.

Today...Cloudy with periods of light rain or drizzle. Chance of measurable rain will be 10 percent.

I think this will be a better way to go than just using POPs alone.
Many of the forecasters I know would rather write it this way so that the public will have a better understanding of what we think will happen instead of using POPs alone; which I think is what we are moving towards...the web icon forecast.

There is a 10% chance that the heavy clouds we experience during this forecast will get precipitation to fall all the way from the sky to the Earth's surface where some guy in a tie can look in an open empty can and say:

"It rained."

You divide up a region into parts, say 100 parts. With a 10% chance of rain, 10 of those 100 parts of the region will get rain. It is 10% because they don't always know precisely which 10 will get it, or if you are in one of those or not.

A 10% chance of rain means that there is a 10% chance that it's going to rain! Don't change you plans over it.

The 10% forecast means that it is not likely to rain on that day.

This means that if you had 100 days, on ten of them it would rain and on the rest it would not rain; it would be sunny, cloudy or any type of weather apart from rain.

This of course is not possible as the 10% forecast is only for that day.

10% chance of rain only applies to a specific area and not the whole region.

It just means the conditions say it should rain but the chance is slight.

Another way to phrase it would be..."We have a 90% chance of sun today with just a small chance of rain."

A 10% chance of rain means that based on all previous records, the likelihood for rainfall under these or similar circumstances is 10%.

That is more than likely not going to rain. But their is that one little chance it could so they say 10%. I wouldn't change any plans over 10%.
