Usually, they do not cut. At least, I don't have them cut mine. They will take out the original hem, re fold it, and resew it. The only time this is difficult is if there is a very sharp flare. But the new skinny jeans, straight jeans, and bootcut are done the way I told you. Usually, it's best to do it this way in case you ever need to make them longer again, for some reason.

they do no put the original hem back on. They will undo the old hem. when i hem my own pants at home, i take a measurement of what the old hem is and double it. you fold over the hem twice then stitch. So you measure the inseam that you want from the crotch area down, mark with pin. Then from that mark you measure the width of them twice. fold it halfway up, iron, fold a second time, iron, to create the actual hem and then sew away.

my dry cleaner usually uses thread that matches the color of the pants. however, I have in the past specified to use the same color as previous.

Usually they undo the fold up, measure the desired length, mark it, mark around 3cm to redo the fold up and cut the remainder. This is because jeans are quite thick and not cutting it will make to extremely thick and heavy at the bottom.
