Under the laws of contract, it is an Offer & Acceptance. The appointment was offered subject to your serving a minimum period (i.e., Bond Period) with the company. That should, inter alia, also include (a) the Notice period of termination from EITHER side, and (b) Payments in lieu of that Notice from Either side (i.e., if the employee leaves, he/she will have to pay back to the Company "that" amount in lieu of the Notice (say, 3 months).
There cannot be any arbitrary terms & conditions in the Offer Letter (of appointment) which could prejudice the lawful interest of any person (here the employee).
A lawyer's Notice should be replied through a lawyer and as such, place your papers to the lawyer.

It all depends on the employment contract. If the contract is not biased towards employer, then the bond has legal basis. Just that our legal system is so corrupt and inefficient, employers dare not to wait to legal support to their favour.

There is no labour bond in India. Better consult your lawyer.
They can detect the money for your notification period, that's all.
