It depends. Pertaining to relationships: If you are pursuing someone and you have done all that you can to make them interested in you, yet have come to an end (not knowing what more to say or do) but still have feelings for him or her, then that is only something you can answer. If you are involved with someone who no longer stimulates you mentally or physically or both, and you no longer have the interest you may have once had then I would say yes, unless, you are married AND have young children, then before you move on I would exhaust every option to try and save the marriage (not withstanding other circumstances such as abuse, addictions, etc..), before deciding. If, on the other hand, you feel this way for reasons you don't understand, it may be attributed to symptoms such as depression, menaupause, mid-life crisis, etc...In that case, I would maybe seek professional help before making such a decision.
If this pertains to anything other than relationships, then generally I would say yes...it's time to move on.

Possibly, but not necessarily...sometimes all you need is some silent time alone to think, to sort out your thoughts and feelings and then after you´re sure of what you want, you can say that to the other person and in turn they will express their feelings to you aswell...and then depending on what is said in that conversation, you can either make the decision to move on, or if you´d rather stay, then just let those past moments of doubt add strength to your relationship.
