I get asked to view a webcam, and when I accept i get a message saying i can't recieve webcam because you are behind a firewall, even when i turn off windows firewall off i still get this message.Could there be another firewall i don't know about or a setting somewhere i can change I am using windows xp media.

Well if you are running a router then it may well have some ports blocked for you. It could even be that your internet provider has blocked some ports which they know are major security issues.

Check ur Antivirus or other firewal program settings u have installed to ur computer.
