Sexual abuse is NEVER the fault of the victim. Yes, the events you described can certainly have an adverse effect on the victim. The victim should seek counseling from a qualified therapists. If the victim feels as though the therapists is not helping them, they should get another and another until they find the right one.

What matters is for the person to move on and have a good life.
One of the biggest problems can be a failure to move forward. That is, when the person was 10 or 11, then this was sex. But later they should meet boys or girls of the same age and have relationships. Putting that in the past.
Part of it is to realise that what happenned at the age of 10 or 11 doesn't define them as an adult.
Their revulsion is something to celebrate. Many people who are molested as children, become child molestors themselves. So if this person feels revulsion at the act, it means they have won, the monster has not turned them into a monster.
Now is their chance to find something new in life and sex.

Well, first of all, an adult doing things like that is breaking the law, and would be charged with pedophilia. If said adult avoids prosecution, and gets away with it, they become society's predators. There is no way that this behavior can be tolerated, it is psychologically destructive to a developing child. Even if the child does not understand completely what is happening in a given situation of abuse, subconsciously, all sorts of effects will begin to manifest, affecting in turn a child's thoughts, reasoning, judgment, emotions, memories, sleep, appetite etc. The child may grow up as an adult with repressed anger, hatred, self loathing directed at themselves and or others. If the child does not, of course, end up commiting suicide, abusing drugs, develping eating disorders like anorexia, bullimia and so forth before they even reach adulthood. A peadophile is a sick individual that will only destroy the psyche of whichever child he or she may come into contact with. This is why there are laws against this type of thing.

Yes, this is child abuse and pedophilia, the child is not at fault. Get that child some help, and report the adult to the authorities, pedophiles don't stop, they repeat and repeat.
