What exactly do you consider coldwater - fish that can be kept without a heater?
Koi won't be able to live in an aquarium for very long - they'd be much better off in a pond.
Goldfish can be kept in unheated aquaria, but common varieties (those with single tails) can get rather large (18"). Fancies (double tailed varieties) don't get as large, but can still get 5-14".
If you're looking for something a little smaller still, as long as your water stays warmer than 65-70o, guppies, white cloud mountain minnow (white clouds), danios, rosy or green barbs, weather (dojo) loaches, and bloodfin tetra would all be good choices. A feeder fish, called a rosy red, is a color variation of a fathead minnow and will do well in a room temperature tank, even spawning if you provide them with a "cave" or ledge. And these fish will only cost about $0.10 each.
Another possibility is keeping native species, although you'll need to check with your local fish/game department to find out what if any licenses/permits/restrictions your area has regarding this. Local aquarium societies can be of help here, as there are usually a few members that will have this interest.
Bettas are NOT a coldwater species.

Goldfish and Koi, but they need large tanks, a good filter, and plenty of water changes. If you give them those three and a decent food you could have a kid and put it through college and the goldfish would still be alive (well-taken care of) ... and Koi ... well your great, great, great, great, grandkids will still enjoy them (of course well taken care of).
Betta fish are not coldwater ... they prefer 80F and stable. They are the best start up fish, especially if NOT a veil tail, but veil tails aren't bad. 10 gallon tank with filter and heater and you have Betta heaven with next to no maintenance required (once a month or longer water changes if you don't over feed and take out any uneaten food).

Betta fish! They are very hardy and very pretty. Careful! They are so aggressive they can't be with they own species or many other fish, but they are very capable of surviving and nice to look at. Goldfish are another easy beginner fish. They can go with any other cold water fish once or if you decide to join your new fish with other of the same bred or different.
