yes. but that love would not be a perfect 100% love. It is sitting on doubts, therefore it is not love.
Trust and love go hand in hand. It doesn't require an effort of one party, but both, trying to make compromise so the relationship will work.

Trust and love go hand in hand, you can love someone that you don't trust, but eventually it will catch up with you in the long run. I think that most relationships that don't work out are those that have issues involving trust and commitment (also related issues). Trust is very important if you are going to love someone, if you are not fully trusting, then your heat is not going to be as loving as it would normally.

people don't seem to notice the difference until they're forced into a situation where they have to distinguish between the two -- but trust and love are *very* different things -- you can love someone and not trust them, for certain.
for example, a friend of mine for the past 20 years was in a tight spot about a month ago, but had made it clear with his behavior that he's not to be trusted.
so i took him in for a week, warned him that i have absolutely no trust for him whatsoever, acted as such, but let him stay because i love him unconditionally.
had he in any manner abandoned the cautious trust (in a small dose) i offered him at the time he would have been thrown out - and he knew that from the start...
sometimes, the case may be (more frequently than the friend situation) that people who are in love with someone who has hurt them --- and, in an effort to fix their relationship, they think that they are required to trust the person they love... and it does more damage than has already been caused...

Love is a combination of different things.Its like to make a perfect ,delicious dish you need various ingredients.Now trust is like salt which is very important to make anything to eat.You have added all the ingredients but not salt then all that you made is useless and tasteless and is not worth eating .i know there is too much of cookery!!!!!!!but the key point is trust is very important component of love.And no we can not and i say we should not love someone we have had hard time trusting

You can but it is almost certain that you will get hurt in the relationship. Without trust the relationship is more that likely to be only physically.

I don't see how you could love someone you do not trust.Trust is everything .If you are in a relationship with another person,and if that person says they love you how could you be certain.if you find it hard to trust them.
If you mean love for another person you are not involved with yes you should as God loves you..
