I learned my lesson about dating at work with my very first job and I would never, ever date a man that I worked with again no matter how tempting it was. I would try to discourage any friend that might consider it too.
The odds of the relationship turning into a lasting one is slim and working with someone that you are no longer in a relationship with is distracting at the very least. I broke up with the guy and he made my life at work miserable. Then he became the boss! I was outta there.
A friend and co-worker dated and then married a man she worked with. Later they divorced. She wishes she listened to me now.

She is flattered because she feels special, but unfortunately she isn't ever going to say yes. That doesn't mean stop trying with other girls. You win some you loose some. There are plenty of fish in the sea. Keep your chin up! And if you get turned down ten more times, we can go on a date!

Either she really isn't interested, or she doesn't date co-workers. A lot of people just won't date a co-worker and nothing you can do or say will change that.
I would keep looking. Keep her as a friend.
