The smallest meaningful unit of time is thought to be the Planck time, see the reference. Quantum concepts are difficult to understand. For most of his life, Einstein refused to acknowledge it.
The universe is constantly changing. Less change occurs in an hour than in a day. Much less change occurs during a single time quantum.

That is if you look at time as we look at a movie... In frames, but time is a human method to keep track of our lives.
Think about it, if you take a picture with a digital camera it converts the real view into pixel(the better the camera the higher the quality) but what we see is fluent.
Same with time, it is a continues movement that cannot be measured in a smallest segment because there is no segments. Our method of keeping time has segments (seconds, minutes, etc) this however is not totally true but it the best we have.
So no there is no smallest fraction of time because it is a continues stream and cannot be broken up.

Frankly, absolutely nothing at all happens in the smallest time change. Butterfly effect only applies if you look after a long long time.

Actually........ Time *is* a continuum (that is, it has no 'minimum element') but there is a growing body of thought that time (as it is experienced) may not be a 'point' but, rather, a probability distribution (on the Planck scale range) which makes the concept of 'now' just a bit fuzzy.
