Before Roe, all states had there own laws. Some states prohibited all abortions, some allowed it in some cases, others allowed it for all cases.

I'm from NJ. Our state constitution allowed abortion as a right for all women.

By 1972 abortions were legal in 17 states including NY CA AK HI and DC. Many other states had laws with exception for the mental health of mother, which were sometimes interpreted as being upset about being pregnant.
