Any time President Bush refers to the war in Iraq as the war on terror, he is abusing the phrase. It is clear that there was neither a WMD threat nor a terrorist threat from Iraq when we invaded. However, after 9/11 all the administration had to do was say "terrorism" and our elected officials (on both sides of the aisle) would vote for anything.

The administration had abused the use of national security and war on terror in declaring war against Iraq and for detaining people at Guantanamo Bay without charging them of offenses.
