An E1 is a type of communications line, just like ISDN or ADSL is (in a way). It's called a T1 in North America. PDH stands for Plesiochronous Digital Hierarchy and is a way of sending very large amounts of network traffic over an E1. High Bridge is probably a brand name. Short answer is a High Bridge PDH E1 is a very fast and very powerful network connection.

A PDH E1 is a multiplexer used in network timing systems using the E1 Signal standard.

I cant tell you what a High Bridge PDH E1 is. I have worked in the T1/E1, Fiber industry for over 15 years and never heard of it.
