Because he was the president for 3 terms and died when he had to serve 4th term.it means people loved him as they elected him so many times. He did many things to help country to get rid of great depression. when european countries where fighting in WW2 he kept the USA neutral for first2 years instead of distruction he brought economic boom and prosperity to the country.there are many programs that he created even today. for ex. social security administration.
he played a really big role in country's history.

FRD was not the best pres. he was just the same as the rest, he had supporters that had money etc. story is repeated. the only way a president will be good is if he can break the hard mold of being the US president.
