In California does the 3 Day Pay or Quit notice allow me to vacate my property before the 3rd day without having to pay the full month's rent?

No. A 'pay or quit' notice from your landlord is telling you that you have three days to pay your rent or get out. However, your rental agreement is still based upon a full month at a time, unless specifically indicated otherwise in a written lease. Hence, you will remain liable for the cost of the full month's rent.
