Oh in many, many ways. The School of the Americas is one such example. We even killed a number of heads of states during the cold war. Jose Arbenez in Guatemala, Patrice Lumumba in Zaire to name just two. We installed Pinochet in Chile another great human rights violator. We also set the stage for the Taliban in Afghanistan.

The only thing that really stands out is the Rosenberg's being executed. McCarthy's Un-American Activites Commitee's investigations might have ruined a few people's lives, but that did not violate human rights.
