after you beat the game, there's like a 99% chance that you can't get mew anymore - you need to do it on your first time in cerulean city (the city with the water gym) and it's very easy to do
there are two ways to get up to two mews, without a cheating device, in pokemon blue and red, and there's a slightly different way to do it in yellow
i've included a link to a video that will show you how, and also a regular website incase the video isn't an option

it depends on if you have beaten a gambler west of lavender and a kid by bills house in cerulean. watch this video http://www.youtube.com/watch?v=E757YbGVWoo to see if you have beaten this guys. if you have, you cant get mew, but if you havent, you still can
