Define win?
To win a war against terrorist we need to be in some kind of fairy tale. People will always try to destroy others to accomplish their own ends.
To win the war in Iraq, we kinda did already. What is going on now is not a war but an occupation. No occupation in history has been successful. So no win their either.
The real question is, should we give up a fight that will never end and that we can never really win? I don't think we should. I would rather fight an unwinnable war than sit on my butt and lose everything (family, friends, freedoms...etc.).

Can't win might be able to with military but goverment will loose it. The bible say they will always be at war over there anyway
