a is yes since the zinc will be oxidized and the copper reduced if electricity is allowed to flow.
b) no, same metal in a solution that will not create the necessary dissimilar ions to produce a voltage.
c) if the water is purely distilled, no since there is no "bridge" for the ionic transfer.
