edit; The river can be considered a neutral boundary because if you are in the river you are not in Mexico or the USA.
You are only in either country once you are on shore. This is why the border patrol does not use boats to patrol the river.

The Bravo River (Rio Bravo)....I live in Mexico and we have known it as the Bravo River
By the way, there are no NEUTRAL boundaries between Texas and Mexico...perhaps you meant NATURAL,,,did you?

I know Rio Grande is probably the ans. but the use of the term neutral brings to mind Check Points ,where Mx. & US work together to control travel.
