Things work better for everyone (as a whole, if not as individuals) when people cooperate with each other. So there is an incentive for people to follow the rules, and an incentive for the society to enforce rules that will cause people to live together cooperatively.
When you ask your question about the 3 laws, are you asking why some people don't obey those 3 laws, or asking why we need more than 3 laws?
Some people don't obey those laws, because they somehow (at least momentarily) believe that it is to their advantage not to do what is "right."
And why do we need more laws? Because although those laws might be the most important, it's pretty clear that in today's complex society we need to follow a LOT of rules in order for things to run smoothly.

With out society laws it would be anarchy and complete mayhem ... Sure is not perfect our laws , because we are just to many thoughts of what is right , and the laws we have ,are the best agreeable rules that a group of re-presenters of us can come up with . There always be the people that goes against the law , and we just have to deal with it .

It's the difference between good and evil. Good people do what is right (they don't necessarily need laws). Other kinds of people don't. The laws just make it possible to punish crime. Those three laws just tell people how they 'should' behave. I heard someone say that you can't legislate morality and that seems to make sense to me.

Trouble is, the people can't agree on what to name the cat, much less what and which rules to create and follow.
I think we're doing pretty well, so far, though.
