Could it possibly be that your vehicle has a very, very rare subsonic transoctal bilinear oscilating accelerator/decelerator device installed? These devices were reportedly used to dramatically increase or decrease the torque, horsepower, and/or stability of a vehicle instantly according to the immediate need of the operator. One could propel the vehicle at unheard of velocities and still stop on a dime. Handling the vehicle through hairpin turns at phenomenal speeds was a classic maneuver thought only possible in old James Bond films. Even when the device is not in use there is some accumulated pressure that must be relieved by opening a small valve every once in a while. That little red button is the pressure relief switch.
However, since I'm obviously just being silly..... The switch most probably was installed by the previous owner to entertain himself. Perhaps he (or she) was an electronics student and simply liked to make gizmos..... Find out exactly where the whistling is coming from. Under the hood, under the carriage, within the trunk, or inside the cabin under the dash ...... it's probably a small speaker type device or circuit connected to the battery or whatever 12-volt circuit is in close proximity and operated by the red push-button switch.

I had a 1971 volkswagen beetle and when you pushed the emergency lights button (which is built into the dash and has a little red button) it made a buzzing sound every time the emergency lights flashed.
But I don't know what your driving so good luck

If its "custom built" then it is made to suit whatever purpose the owner desired it to have. In this case....to sound like a whistle.
