Yes. I went to school to repair Air Conditioners. In that class the teacher showed us how to remove water from a system. You can do that by lowering the air pressure in the system with a vacuum pump. He placed a bell jar over a pan of water and pulled a vacuum on it. The water began to boil at room temperature! This carried away enough heat that the water froze! The opposite is also true. Add more air pressure on top of the water and the boiling point is raised. The more pressure, the higher the boiling point. This is how a car radiator works. The cap holds a set amount of pressure, remove the pressure and the radiator boils over. That is why you should wait intill the radiator has cooled before removing the cap.
Add salt to the water and it the freezing point is lower.

Yes it can exist as a liquid as long as the proper pressure is applied or a substance is dissolved in it. It is in fact possible to boil water at 0 degrees c under the right conditions.

Absolutely. Those are only the temperatures at which water begins to transform into water vapor or ice. Most of the water will still be liquid at either temperature.

Yes, but you will have to pressurize it for water to do these things in equilibrium. The ability to keep water under pressure at an increased temperature is the principle behind the common pressure cooker.

well if water is hotter then onehundred or colder then zero, it freezes and it boils. It would most likely be freezing/boiling for a quick ammount of time before it turns into a solid or a gas.

if its super chilled or super heated yes. these are oversimplified names for very very very slow heating and very very very slow cooling. its very difficult to pull off..
