With hindsight, obviously they should have.
However, I've never heard in all history of somebody murdering 2 people, then coming back later to murder a lot more indiscriminately. I do wonder why he did that. But, I find it hard to blame the school for not notifying the student body sooner, when it seemed the danger was over. It may be that from now on, that's what will happen everywhere...

It's amazing that schools have bells telling you when to go to class on time, or maybe a fire alarm, yet in this case they didn't seem to work. Oh wait this is a university so just fire alarms, but then again after hearing all those false alarms that seem to make people calmer, it's like crying wolf.
