To make and produce my own fuel for my car at home?

There is no law against it.
Now the county or state might have ordnances against it. Or the community might have zoning laws and deed restrictions that prevent it, but I doubt many places do.

Usually, if you are making the fuel for your own use and are doing it in a building that is properly ventilated and a structure that passes a fire inspection you can do it.

You are going to have to do some research for your state and county. I would start with a fire inspection. That shouldn’t cost a lot and if they give you a go ahead then you have a precedent. There is a saying that “Sometimes it is easier to apologize for something you have done than to ask for permission.” I am not suggesting that you do anything illegal, and ignorance of the law is no excuse. But, if there are no laws against creating your own fuel then I wouldn’t push it. The problem is that if you are selling this fuel to someone else then you will have to get a small business license to do so.

Generally speaking, yes.

However, you should probably get someone competent to look at any local ordinances, zoning regulations, neighborhood covenants, and environmental and safety regulations.

I'm not sure exactly what you have in mind, and there's probably a way to comply with all of these, unless you're planning a nuclear reactor.

Yes. You can buy kits for it on the internet. Just follow the directions carefully and do all of your chemistry outside in a well ventilated place AWAY from your house.

Uh. I forgot, those kits generally involve making biodiesel.

Distilling alcohol is still illegal so you have to buy that at the pump. Sorry.

If you have a way of doing it and you can get 100 mpg, you could win a million dollars. There is a contest going on. As to whether or not it is legal, it would depend on your city ordinances. You'll have to check with your zoning people.
