Check with your local council. I think it might be 8am on a weekday but don't go by that! They've got leaflets they can send you if you need to subtly tell your neighbours to shut the f**k up!!

In north America the standard time is 0900-1700 which is 9 - 5. On the weekends, there is absolutely no permission to do construction on Sunday however emergencies are excepted. Also on Saturday it is 1000-1500hrs. Which is 10 to 3.
Exceptions can be made in a prior agreement with the residents or dwellers.

check with authorities. around here it's 8 am. but good neighbor policy goes along way. if you know where racket, is coming from, go explain the problem and see if they are willing to bend your way some. Or if you are making the noise and someone is complaining, start according to local rules. cops dont wanna get involved in that stuff, especially if it's people on the job. compromise if you can!

however, if someone is really bending the rules, (say starting at 5 am and local ordinance is 8), firmly explain that to them, and if they dont obey rules, turn 'em in.

Most townships around here have a restriction from noise from 11 pm to 7 am. I would assume that to mean working on your house. However if you have a cranky neighbor maybe you should ask them this question first.

If you are referring to gardeners or construction or city workers...most cities state allow work to begin at 7 am on weekdays and 8 am on weekends....8 am on a weekend can be very annoying!

That is regulated locally by your city or village. Check with your local officials. I would think it should be no earlier than 7:00 AM in a residential area.

you need to check with the local city (town) hall...some cities/towns allow you to begin work at 7 am, but no loud construction and heavy haulers until after 8am. BELIEVE ME, there is construction going on next to my house at a college building an architecure school and I want to smack someone at 6:15 am when they start early anyway!!!

7am is the earliest start time, same as for sounding the horn in a motor vehicle. Pain in the neck cos thats about the time us night workers are trying to get to sleep!!

Many residential builders start around 8:00AM in the mid-west.
Some housing developments and home owners associations have regulations covering that topic.

Depends upon where you live. Most places I've lived have had either 5 AM or 6 AM.
