You're right, MIA (44-38) is the #4 seed, however they do not have a better record than CHI (49-33).

In both the East & West this year the #5 seed had the home court advantage (4 games). The rule is, the division winner is guaranteed no lower than the #4 seed.

This year both CHI & HOU (the 5 seeds) have better records than the division winning 4 seeds (UT & MIA) so they still get home court advantage regardless of the "5 seed" tag.

The NBA's seeding process is that they seed the three division winners and the next best teams 1-4, then they seed the next best four teams 5-8.

The home court advantage process is purely on winning percentage. You are wrong the Bulls had a better winning percentage than the Heat (.598 to .537). It just worked out this year that both 5 seeds had higher winning percentages than the 4 seeds.

They only do if they have a better regular season record than the #4 seed...Playoff rules state that 3 teams from the same division cannot be in the top four seeds.

Chicago had the better overall record during the regular season so they get home court.
