It means it has just rained, because the reflection of the sun on water makes a rainbow. Kind of like if you point a hose up and shoot water or see a fresh puddle, you will see a mini rainbow on the ground.

Rainbows are created when the sun is shining on falling rain. Wherever you see a rainbow in the sky, it's raining there.
