So your hands can be on the steering wheel rather than fumbling for the phone. Better still - making or receiving calls in cars should be barred. I have seen so many careless and reckless driving incidents with a phone glued to the driver's ear .. and every time I see a driver like that in my vicinity, I quietly fall back and allow greater distance between me and the driver.

Most of the people that answered this question are the people that drive while using the cell phone. The people that just pull out in front of traffic because they were to busy talking to their friend about this guy at this place that did something. Useless, meaningless conversations that could possibly end your life as well as somebody Else's because the world revolves around you and you do what you want.

They shouldn't allow either. SOME PEOPLE JUST AREN'T CAPABLE OF TALKING AND THINKING AT THE SAME TIME.

That's a tough one. On one hand I would say yes because it helps a lot when some drivers are talking on their cells, putting on eye makeup, and eating a taco in their cars.

Then again, some cell phones don't have Blue Tooth abilities. That only leaves those little earplugs which I dislike immensely.

Finally I would have to say YES!

That's actually already the law on army bases. I do think they should make it nation wide. Its much much safer and since we're not gonna get people to just stop talking on cell phones all together, hand-free phones are the next best thing.

In Australia it is one huge fine if your caught holding a cell phone while driving.
In the split second an accident can happen it is obviously safer to have 2 hands on the wheel

Drivers should not be using phones, period. If you need to make a call, pull to the side of the road and make it. Studies have shown it is the USE of the phone and the DISTRACTION that causes accidents more than the fact it needs to be held.
