Yes you can!
Microsoft Office 2003 includes an add in called Microsoft Document Imaging. You can find it in Start...Programs...Microsoft Office....Microsoft Office Tools.
It will allow you to scan images as TIFF or MDI format and then will allow you to perform OCR (Optical Character Recognition) It gives you the option of converting to a word document.
If you are in Microsoft Document Imaging you can click on Tools...Send text to Word.

Not right off the bat. You need whats called OCR software, which stands for Optical Character Recognition. That will break down your scan into individual characters (letters).
You can find some software like this on www.download.com for free.

Actually, dpeending on your scanning software, you can if you do it as a "text only" scan. That depends on weather you have a scanner that will do that or not though.

Yes, you can. You need to use special software. Be careful to proof read it before using it though, because some of the words may be garbled.

Yes, but you need extra software known as OCR, most scanners will pre-pack with some cheap OCR suite so check your scanner software pack.
