Where I can buy recycled new clothes with tag by weighed?

I buy recycled used clothes in bulks, but im interested in buy new clothes with tags, from wholesalers or big stores, and recognizaed trade marks like old navy or gap.

there are stores that do that type of thing around kent ohio. I guess they just make arrangements with the stores outlet or the local store to get the returned merchidice that is not selling. you would have to check out the larger stores around your area, as for the sales manager.
Also there are thrift shops that sell to college students and some of the clothes still have the tags
