I was on the board of directors for my homeowners association for 5 years. No, they are not responsible for cleaning the eggs off our your house; no more than they are responsible for the repairs or maintenace to your home and property. Clean it off; don't let it sit.
Then try to figure out who did this; set up a camera and record them; then prosecute.

If it's a house then you are responsible to get it clean. Be on guard, and try to identifiy them. Once you do that, then the kids will be cleanig it up. Be sure to press charges too, it may irritate them but it will sure make them think twice. Good luck.

No, the vandals are responsible. Have you or your family done anything to irritate anyone? Soon it should subside. If it happens on a weekend night, stay up on this particular night, and catch them. Photograph them, get their description, a license plate, or bicycle description. Follow them, and report them.

Get your hose out and wash it off like everyone else. Not sure why you'd think someone else other than the perp would be responsible for cleanup.
